Spring Technology's client, a public sector organisation in Edinburgh, are currently looking to recruit a Head of Organisational Learning & Development for an initial 12 month contract on a rate of c.£500-£550/day (outside of IR35).

Responsibilities:

* Lead on the organisation's People Strategy through collaboration with internal and external stakeholders to identify effective approaches to maximise the benefits of organisational learning and development.

* Design explore and embed a range of learning solutions and interventions that are focused on the Agency's corporate goals, business objectives and values.

* Measure, analyse and continuously improve learning and development processes, procedures, and tools in an evidence based way.

* Identify skills and expertise required for a range of disciplines across the organisation and ensure specific pathways are in place and reflective of business area needs, with a particular emphasis on leadership.

* Lead staff engagement for the Agency, utilising evidence and tools to identify staff needs and drive improvement.

* Lead the organisation's commitment and on-going management to the Investors in People (IiP) and Investors in Young People (IiYP) accreditation process.

* Manage the Developing our Young Workforce, Diversity and Social Impact Pledge action plans.

* Financial Management of the Agency learning and development budget, demonstrating best value and return principles.

Requirements:

* Proven ability to identify learning and development requirements to meet the needs of an organisation.

* An excellent communicator with the ability of influencing stakeholders through building and maintaining credible and trusting relationships.

* Experience of improving organisational/ staff performance through learning and development initiatives, in a fast paced, often changing environment.

* Demonstrable ability to manage, support and develop a team of staff in a challenging environment with competing priorities.
