Taxman turns to data guardians


Revenue and Customs has responded to the loss of 25million Britons’ details, sparked by human error, through hiring almost 40 people for the job of ‘data guardian.’

The creation of the new role in every business area of HMRC comes after it wrongly put two computer discs containing the details of every UK child benefit recipient in the post .

Thirty-seven data guardians now monitor the handling and transfer of taxpayers’ details – a job that before the data loss was done by just one man – HMRC’s chairman.

Training for each guardian has included security experts’ “guidance”, “written material” and “awareness [of] events,” the Treasury said, in response to a written parliamentary question.

But Jane Kennedy, financial secretary, refused to be drawn on whether the data guardians were sourced internally, from the wider civil service or from contract providers.

She also failed to stipulate how much it had cost to train the data guardians, but said their “ongoing” training requirements would be assessed and funded from HMRC’s budget.

In the same appearance, Ms Kennedy declined to specify whether the independent review of HMRC’s data handling would assess potential data breaches from third parties, such as hackers.

The rather vague timetable for Kieran Poynter, chairman of PwC and author of the review, to deliver his findings remains on track , however, and will be available during the first half of this year.
