Business captains' wish that HMRC tries to improve its commercial nous looks to have been granted, albeit in an up close and personal way – by its officials sitting next to them at work. Extracts from a speech by Dave Hartnett, permanent secretary for tax, reveal that HMRC will write to FTSE 100 firms to ask them to provide secondments for its tax inspectors. He said it was “not enough” for HMRC to accept private sector captains, such as tax advisors, into its ranks without their firm being willing to reciprocate, says the extract seen by the Financial Times. Beefing up the secondment programme represents the second out-reach by HMRC this month, following Mr Hartnett’s starring role in a YouTube video aimed at offshore account holders. The exchange scheme, which hopes to build trust, was pitched to the Institute of Chartered Accountants in England and Wales as a way for HMRC to boost its commercial awareness. In a separate move, also designed to improve relations with its customers, the Revenue has unveiled the taxpayers' charter, to spell out their rights and entitled expectations. Yet the four-page document’s assurances, like even-handed treatment and doing everything possible to keep down the cost of dealing with HMRC, come too late for some of the self-employed. Official figures from the adjudicator’s office reveal that self-employed people embroiled in disputes with HMRC have been waiting more than 18 months for an outcome, owing to a backlog of cases. The average taxpayer, however, is better off for waiting only 13 months to discover where they stand with the Revenue, indicating people whose tax affairs are more straightforward have their disputes resolved more quickly.
