Cost Modeller - (Inside IR35) Contract Term: 6 Months Contracting Authority: MoD Location: Hybrid - 1 day in Corsham office as required Due to the urgent need to fulfil this role, the successful candidate must have active SC Clearance at the point of application You will be required to provide details of your Security Clearance at the point of application for this role. You will need to provide details of the following: Who holds your SC Clearance? Clearance expiry date? As a Cost Modeller - (Inside IR35), your main responsibilities would be: Providing Subject Matter Expertise (SME) financial support to the in-year and future years (planning) financial submissions for projects within a Ministry of Defence (MoD) Defence Digital team, which shall include: Undertaking deep dive financial analysis across all areas of the team's projects to verify and validate costs, their basis of estimates and their alignment to schedules Identification of project risks and the generation of basis of estimates to support the costing of MoD risk via Active Risk Manager (ARM) Identification of dependencies and the generation of the basis of estimates to support any dependency costs Supporting cross functional reviews (both within the team and across Defence Digital) of financial artefacts and submissions. Providing support in identifying and articulating project benefits. Providing SME financial support to the production of any financial artefacts required for any of the team's business case or commitment case submissions, which shall include: Creation of cost models which shall be based on quantified three-point estimates at appropriate Data Readiness Levels (DRLs) Identification of Government Furnished Equipment from system requirements and the costing of any associated MoD dependencies and assumptions Identification of MoD risks and the generation of the basis of estimates to support the costing of MoD risks through ARM Reviewing project schedules for cost implications and any Schedule Risk Analysis (SRA) outputs Drafting of financial assurance statements to support any submissions Generating robust Cost Data Assumptions Lists (CDALs), ensuring any CDAL is underpinned by an auditable evidence trail. To use the appropriate accounting treatments (escalation, VAT, foreign exchange etc.) within any financial submission which shall be endorsed by the appropriate MoD department. Providing the appropriate breakdown of forecast costs and associated briefing material in line with Joint Service Publications (JSPs) when required. Providing support to the independent assurance process which shall include: the provision and justification of Verification and Validation (V&V) evidence. Completion of Optimism Bias forms and the provision of supporting evidence Provision of Cost Assurance and Analysis Service (CAAS) Assurance Team financial artefacts. Providing support in stakeholder management engagements, which shall include: Supporting engagements with the assurance and scrutiny communities, for example CAAS, Defence Economics and scrutiny stakeholders etc Supporting management reviews relating to cost Essential: Advanced Excel Skills. Ability to take a range of complex information, analyse it and make clear recommendations. Experience creating and maintaining cost models. Full/part qualified accountant (Consultative Committee of Accountancy Bodies (CCAB) or CIMA) or relevant experience would also be considered. Desirables: Experience of modelling and evidence requirements to support Category (CAT) A/B submissions.
