    Proffessional bodies do not set rates. Market forces do. The reason rates for IT consultants are low and rates for plumbers are high is because there is over-supply of IT consulants and under supply of plumbers.

    The only way a proffessional body can affect rates is if they can restrict entry into the profession in some way. But as the only qualification you need to call yourself an IT consultant is a certificate from Bill Gates saying that you have purchased a copy of Windows, you're kinda stuffed on this one
