      I definitely think there is merit to moving to a flat rate of 30% for employee pension contributions. Those who are in the 40% and above income tax brackets are generally the ones who are likely to save more and accumulate large pension pots anyway. They don't need more encouragement to save. Those who maybe put much smaller sums into their pension at current rates of 20% tax relief or nothing at all (other than auto enrolment minimums) would see a proportionately bigger benefit and inducement to save.
