I would definitely ask. The trouble with this kind of thing is that even by asking you're opening yourself up to more scrutiny.

I too would be unhappy at ClientCo introducing a drugs/alcohol test if none were previously needed. I would want many, many assurances such as, but not limited to:
    • who is included in the policy - employee, supplier, both
    • who has access to results
    • how long will the results be retained for
    • what is the purpose of the testing
    • will I receive a copy of the results as soon as they are available, if not why not

Reasonable and I'm quite sure they will be happy to furnish anyone with this information so go for it if it helps.

In the place where I do work the client will not issue an access pass to access confidential information unless you wee in the cup and its signed off as being negative to their standard

Give them a rate card for tests, charging urine on a per ml basis.

I have worked several places that require D&A Testing on safety grounds and find it difficult to believe that people get uppity about having to do Drug and Alcohol tests, unless of course they are frightened of the result. Do you want the work or not? If you do take the test, if not walk away. There are plenty of contractors out there that will happily take the gig instead of you.

Invoke your substitution clause, and substitute your pee with apple juice.

But they don't see you as a supplier, merely a worker doing a job... an expendable one, at that. IF everyone has to do it it's not a differentiator anyway.

Let me guess - Rail or Airline.

Then, just before you hand it to them, say "This needs to go through again", and drink it.
