It couldn't be murder unless intent to kill could be proved, and I doubt there was any such intent in this case.
It does seem wholly wrong, though, that if she had committed an illegal act resulting in death using anything other than a motor vehicle she probably would have been up for manslaughter.
I have always found this very bizarre. Murder? Perhaps not, but I would say manslaughter.

The driver was travelling at 15 mph. You would not expect an incident at that speed to result in a fatality - indeed such an outcome would be quite rare I think. So I don't think there was any attempt to kill. 12 months sounds about right.

Is this a standard UKIP response? Then its lost what little sympathy I had. There was not attempt to kill - does not mean it is right. Driving a car is like carrying a knife - you have to be very careful how you use it.
In a similar league to that guy who punched a bloke, who then hit his head on the kerb and died, IMO. No intention to kill, but a foreseeable outcome of the action.
