For a start the Iraqi government has been crying out for arms for years. They have been warning about the dangers from Syria - which US helped create (directly or indirectly). Only now the monster has grown do they decide to act.... They wouldn't give the Iraqi government the arms they need to fight IS - what do you think the reasoning is behind that while continuing the supply arms to the Syrian "opposition".

The UN needs to mandate disarmament. The whole region needs to be disarmed. Never going to happen though.

Saudis wouldn't go into Syria without the US commitment to the training of moderates (to ultimately unseat Assad). Without the Saudi's joining the US effort to bomb Syria, the coalition wouldn't get off the ground and nothing would happen to ISIS in Syria.

Saudis have their own goals and objectives in the region, and they happen to be more important than removing ISIS.
