EU referendum: who votes and about what?

In the event of a EU referendum, what should its formulation be? Should it refer to the Lisbon Treaty or all former treaties? Should it offer multiple questions and be explicit suggesting a course of action?

And then who should be allowed to vote? All residents in UK? All British nationals and all EU residents in UK? Should expats be allowed to vote?
What about British nationals not born in the UK? What about 2nd, 3rd generation Britons? Should the unemployed and disabled be allowed to vote? What about Britons who have financial interests in the EU? What about those with dual citizenship?
<Insert idea here> will never be adopted because the politicians are in the pockets of the banks!

There's never going to be an EU referendum. End of. Move on. Nothing to see here.

Didn't they say the same of the Scotland referendum only 5 years ago?

All residents of the UK who are on the voters roll.

As we are a family of nations, all four nations have to vote the same way for it to be a majority so if England vote to leave, Scotland, Wales or NI voting to stay in would veto it.

Yes, but Scotland is liberal. Liberals are intelligent. They play the system rather than attempt to control it. The rest of the political spectrum are nutters. Or to be 'PC', irrational. Ergo, the EU will never let David do anything he wants, no matter how loud he shouts. As sure as night follows day, he'll bite first before considering what he's just eaten.

So you're saying there is a EU conspiracy to not let the UK exit the EU?

Isn't it what you Scottish nationalists were saying until a couple of years ago, then you had your chance and you blew it?

The only conspiracy is the one in PM's head. He has a 'us and them' mentality. When in fact it's only 'one' EU. He's a hypocrite. After the UK joined the EU, the Tories pushed for further integration (which they did not allow the public to vote on). I find it amusing the same party are trying to put things into reverse when they had a firm occupation of the drivers seat 20 year ago. But like sheep people will vote them in again.

Only the PM? What about that 25% that voted UKIP in May?

Even Labour would have to bow to have an in/out referendum at some point. Isn't it better if the options are to be discussed right now rather than at the last minute?

What if the Scots had had three options instead of two?

Some of the Tory/Ukip supporters just want to exit the EU but stay in the EEA, some want to burn all bridges with Europe, some are just nutters, some don't have a clue.

To whom is the UKIP speaking to?

Voter turnout in May's elections was lowest ever

I'm afraid 25% of not very much is even less than not very much.

Scots would have voted Devomax in a heartbeat. But three boxes would not have been simple.
