    The roads were probably due to have this invested in them anyway.

        They're probably planning to wheel out yet another attempt at road tolls, possibly on EU orders, and this is just a few motorway upgrades to try and sweeten the pill.

          Judging by how long it's taken to add the Managed Motorways sections of the M6 from Stafford to the M5 intersection where it's just a re-purposing of the hard shoulder, added some signs and stuff then this is certainly a long term project.

          Multiple years at the very least.

                    If they're genuine about making metropolitan Northern England into a counterpoint to London, then a second motorway will need to be built across the Peak District some miles south of the M62. This is in addition to the long list of things then never seem to get gone like the M27 along the south coast.
