I thought about this too and I don't know why anyone would want it to be secret (apart from the findings of course )
If we are heading towards an EU Exit, I would be as annoyed as much as surprised if someone in gummint was not making proper plans for it. Unfortunately, there will never be an unbiased analysis of the in/out options, making any democratic decision a typically ill-informed gut reaction.
Same as always though, damned if they do and damned if they don't.
The concept is not a secret, they'd be failing at their responsibilities if they hadn't planned it. However the content of the email would contain detail, some of which may be price sensitive.
Mistake my arse - It was obviously a deliberate ploy to show the EU leaders David Cameron is currently visiting that he is (supposedly) serious about the possibility of the UK leaving the EU.

How do you accidently send a secret and sensitive document via email to a newspaper?
Mind you I worked with a permie who thought he was sending a link to his mate at work to a hard core porn site, but actually sent it to a lady in HR with a similar name saying "I'd love to **** her, what about you?"

Not quite that bad, but I got an email from a senior manager at hosting company inviting me to view hot golf caddies, and asking if I fancied a round. Followed by a second email linking to a page with twins - apparently mine was the one on the right.
I emailed back to thank him but decline his kind invitation. Apologetic email followed, but he never again attended meetings at PermCo!
Really it was an 'accident'? . Why would the Europhile former civil servant Jon Cunliffe be in touch with The Guardian? Could it be they are going to work together to keep us in the EU? no, say it ain't so.
