Basically somebody has checked that a chartered accountant knows what they are doing, while the other guy may be blagging it all the way, which is not great since he isn't liable if he fecks up, you are!!

...ah means they're "Certified" Accountants.
You see there are Chartered Accountants and Certified Accountants
