                  rent out a hotel/b&b for 3 months, not permanent
                  rent out a flat for 3 months, permanent

                  where's the logic?

                  It would surely depend on if you had another address which you spent most of your time, isn't that the technical definition. So if you live in a hotel for 6 months it's your permanent address, practically and I suspect legally.
