Erm, didn't we know that all along or did something change in the period I switched off until the dust started to settle?

We sort of did from the Autumn Statement in that they had said IR35 would be looked at later, but this is the first official confirmation we've seen directly from HMRC and that puts a timescale on it.

"at least" could always equal "we'd love to do it quicker, but there's no chance of getting the legislation in place because we have to at least talk to some people first" - which is less encouraging!

"Proposals to force clients to take responsibility for IR35 compliance were widely criticised. " - And this is the number one reason why. Funny how different the outcome is when it's the clients that take the risk and costs of compliance.

Yes, especially when they "forget" what type of engagement client to contractor should be.
