    "One unit"

"Ministers have been accused of bringing in a "tax on marriage" after it emerged that couples will be forced to pay a higher rate of stamp duty when buying a second home.

A consultation published by the Treasury revealed that married couples will be treated as "one unit" and have to pay an extra 3 per cent in stamp duty if they buy an additional property.

Landlords said that the plans would "penalise" married couples while allowing unmarried couples to escape the additional levy by putting a property under each of their names.

Parents who buy homes for their children outright or purchase a property jointly with them will also face the higher rate of tax.

It is the latest in a series of policies which campaigners say have penalised married couples, including denying families with stay-at-home mothers access to free childcare enjoyed by those who go to work.

Laura Perrins, co-editor of the Conservative Woman website who campaigns for married couples, said: "This is another outrageous example of marriage being penalised in the tax system. This could contribute towards a chilling effect on people getting married - it is a disincentive. It is a tax on marriage and it is disgraceful that this is coming from the Conservative Party."
