There's no actual fact or substance in that Torygraph article. It's turning into the Dail Fail.

Anyway, health and safety would mean no helicopters. More likely give every new immigrant arriving £100k to spend. Think of the economy with millions of immigrants all spending £100K.

The bill can then just be added to everyone's debt mountain or some pension raids and BTL taxes.
