Actually peace is achieved by owning the biggest stick and then using it to beat just enough of the opposition to death that the those remaining decide that behaving themselves and talking is going to be better for them than being the next head under the stick....

And that is where the carrot comes in.

The tulip heads that are waiving the banner for ISIS are just cannon fodder they are not the people that need to be negotiated with and in fact the more of them we wipe out then the better it will be after we finally buy off the rest.
