    yep this is the disguised employment the government should be tackling but I suppose there is no tax in it.

    I think if there is an exclusivity clause or similar they should automatically become employees.
    If they earn under average wage then safety equipment should be supplied by large customer etc.
    Always forgive your enemies; nothing annoys them so much.
