Are there laws / rules that would prevent a public website to scrape 3rd party websites and reformat the data for displaying as results but providing hot links to the original?

You'd probably want an Internet lawyer for that (no, not a lawyer on the Internet, but one who specialises in copyright laws as they relate to the Internet).
Displaying the data and linking to the original is normally OK within reason, the reformatting bit is probably where things will fall apart.…Maybe we ain’t that young anymore -

Factual information that is available elsewhere is probably ok, anything that would count as an original creation would be covered by copyright.
Most half decent websites will have measures in place to hinder or prevent scraping anyway.
But your better off asking a qualified lawyer with experience in the field rather than a bunch of anonymous forum posters who may or may not know what they are talking to."Being nice costs nothing and sometimes gets you extra bacon" - Pondlife.Comment

NorthernladUK is a copyright stealer! And has the nerve to say he was just playing around while putting Adsense IDs on the scraped material.
Have you asked your copyright lawyer NLUK?"I can put any old tat in my sig, put quotes around it and attribute to someone of whom I've heard, to make it sound true."
