          Not surprising, because in narrow crowded streets an umbrella could be quite a hazard, especially if the guy was a short arse and held it at everyone's eye level.

          The first guy to wear a top hat, at a horse race in about 1801, was arrested for something like conduct likely to lead to a breach of the peace.
