However, IMO, no-one should ever tell the truth to pollsters....

I've never encountered a pollster, I doubt they ask Northerners anyway. I certainly wouldn't tell them what I thought if I did though

How do they know people are under reporting?

Maybe those surveyed lied to the second lot of pollsters rather than the first.
