The crackdown on the painkillers that they were getting highs from has led them to heroin.
According to an ex-addict, heroin is the best and worst of the lot. It's the highest high but turns you into the most abysmal person (no, not Hillary). You'll steal from anyone and everyone to fund your habit.
The greatest trick the devil ever pulled was convincing the world that he didn't exist
I thought loads of Americans were also on "legal" pain killers e.g. oxycontin and the two sometimes go hand in hand.
One of the main issues is if they (the authorities) perceive you have a problem they will just cut off your supply of oxycontin.
As oxycontin is more expensive than smack, on the black market, people turn to that instead.
The drugs war - a complete waste of both time and money.

The funny thing is before we had a drugs war, there was no drug related crime, people just toddled off to the pharmacy to get their heroin tincture or whatever.
When the Yanks decided to clamp down on drugs big time, they then created an illegal market. The mafia were also very pleased, as they missed the income from illegal alcohol.
What happened then were the previous happy "addicts" turned to the illegal market, this was obviously far more expensive and the drugs were worse quality.
People went from functioning, working addicts, to losing their jobs and not having enough to fund their habit, they then turn to crime.
As I say the drugs war is one of the biggest crimes to humanity out there, IMO.

Not for the suppliers.

I feel that first part may be slightly rose-tinted. The harm of these things is not only from the secondary effects of having to find the money to pay for them. Loads and loads of people can get addicted to alcohol affordably, rich people (bankers and such) can afford coke or meth or heroin and that tends not to end well - and THEY can afford detox clinics and special care.

And one of the few forms of social policy that fails and gets worse and worse every year- but they don't pull it out.
Privately, the police are all for legalisation but they won't make a public statement to that effect because they are there to "protect the kids".

Victorian and Edwardian Britons managed well linky
If you have a stable supply of drugs and it's not illegal you can ensure the purity and the dosage of your preparation stays the same, which means your "consumers" are very unlikely to suddenly overdose on the same amount.
