    The Government has been forced to admit that three years after promising to rebuild 3,500 secondary schools not a single project has been completed.

    The plans, heralded by Gordon Brown in successive budget speeches, have become mired in red tape, forcing the Government to admit that three years after promising to rebuild all 3,500 secondary schools before 2020 not a single project has been completed.

    The programme, Building Schools for the Future, is in such chaos that construction firms have pulled out, the official in charge has been replaced and the accountants PricewaterhouseCoopers have been brought in to review the mess.
