    EU job centres to target Africans -- BBC
    "You can't manage migration flows by simply having tougher border controls," says IOM spokesman Jean-Philippe Chauzy. "If you're trying to undercut the people smugglers, the best way is to open up legal opportunities (for migrants)."
    I do love political arguments that slip in a good "IF".

    Or to put it another way, if you're trying to stop illegal immigrants, declare them to be legal - sorted!

    But what if you're trying to control immigration?



    PS it'S not mere trickery, it's worse than that: it's a government-funded effort to go to the poorest countries in the world and look for good workers, and take them away.

          They've been doing that in Spain and Italy for years, which makes tougher controls here a waste of time. If you are an illegal you just go to Spain, pick tomatoes to keep you going, wait 12 months or so for the next amnesty, collect your Spanish passport and off you go legally to wherever you like in the EU.
