      I think you imply a symmetry between the institutions that does not exist.

      The Bank of Scotland is a Scottish company, as it happens a bank. The Bank of England is the central bank of the UK, i.e. a UK government institution.

      The Bank of Scotland is Scottish, the Bank of England is not English.

      PS and the BoE was founded by a Scot.
      God made men. Sam Colt made them equal.
