The multiple of 410 sounds incorrect. The population of Leicester is approx. 280,000, that of England approx. 50,000,000 giving a multiple of approx. 180 (assuming that population size of council is a good guide to team size). Some councils are larger than others and some overlap in terms of geography but have different responsibilities.

It would be interesting to know how much the people get paid each. The 48k will be cost, not pay.
