Competent HR

Just got a form to be filled in by my employer (i.e. my company) with information my client say they require. No problem with that, nothing intrusive. But what makes me smile is the opening sentence:

Please send the form .. incl. all necessary documents ... to your competent HR department.

I've never encountered a competent HR department.
