Anyone doing the non-domicile thing to get their clients to pay their ltd company abroad, and then only bring in a tiny portion of salary to live in the UK?

Foreign national living in the uk who bank here and or abroad and pay their reduced taxes abroad not here. thus using UK as a tax haven.
They were hit recently with a one off £30,000 tax.
A UK citizen can not use the UK as a tax haven even if he works, banks and pays his taxes abroad. he will still be taxed in the uk.

He didn't but it's still floating around as a concept. However the OP was apparently asking if a UK resident can save tax by being paid overseas. He can't, since all his world-wide income is taxable at UK rates. The only way to do it is to be a real non-UK-domiciled person for tax purposes, which is the old 6-months, 180 days thing - and even that has recently been rejigged and made even more restrictive.

A UK RESIDENT can save tax by being paid overseas. If they are a non-dom. For the purpose of UK Taxation, Non-doms are by definition UK residents.
There is nothing in the original post that suggests the poster is not a non-dom nor to suggest that he cannot legitimately channel his income offshore.
