'Shoot-to-kill' policy to remain

Police leaders say they will not abandon their "shoot-to-kill" policy and warn more innocent people could be killed in the fight against terrorism.

I can understand this, but isn't it a declaration that a permanent UK police state is unavoidable?

Despotic governments around the world use exactly the same argument - like the old USSR, Chile, Argentine and Saddam Hussein's Iraq, to Zimbabwe and China today.
