    It would never happen here.

BBC: Cannabis blunder at Tokyo airport

This case was extremely regrettable. I would like to deeply apologise. I knew that using passengers' bags is prohibited, but I did it because I wanted to improve the sniffer dog's ability. The dogs have always been able to find it before... I became overconfident that it would work.
In the UK they would have arrested the poor victim and subject them to the full body cavity search, etc, and throw them in jail rather than admit that they have made a mistake.
How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.

What quality was it? How much is it worth on the street?
