The US will only ever defeat Al Qaeda if someone comes to power who would benefit more from Al Qaeda's defeat than from its continued presence.

Agreed. Without Al Qaeda we have no War on Terror™. Furthermore I wouldn't be surprised if Bin Laden never really existed - at least not in the guise we have learnt to expect.
