If you've already worked there you tend to get offers. Not much use to a newb though. I suppose you could learn a foreign language. French, Dutch, German would help a lot.

Are there any agencies who specialise in this type of work?
Not being sarcastic, but it's not a "type of work", so not really. In some cases (agents please correct me if I'm wrong) an agency may have different people more or less covering diferent areas; this can mean that your contacts at an agency are reluctant to pass you over to the other guys, and lose a possible commission on their domestic contracts.
What are your skills? The best bet would probably be among agencies specialising in them.
Have you tried e.g. Jobserve for your skills and then just browsing the results to see where they are located?
Do you have particular countries in mind? Do you speak/read the language, even a little?
