Well he ain't got a choice really - if all savings are not covered then the rich would pull out money and send them to Ireland, that's already happening now. Brown can all talk about 97% of savers covered by £35k (that's because savings rate in the UK is terrible thanks to his taxes and "live in debt" policy), but in reality I think the remaining 3% of savers probably control 50% of savings, maybe even more.
