Has any contractor here ever used this technique to find clients, rather than go through agencies? I know some companies actually state on their websites "direct applications will get preferential treatment over recruiters"... would you see it as intrusive or a good way to make new contacts?

Chances as a supplier of services would be far better. Get the employee thought out of your head; that way leads to pain and suffering.How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.

I'm not sure there is no chance applying out of the blue as a contractor though.
