As long as some dipstick accepts it, they'll keep trying it on. It's not a very high level job though; I reckon 'Excellent knowledge of 2003/XP, Office 2000, 2000 Server and Active Directory' can be taken with a pinch of salt; they're looking for a helpdesker who knows how to use a mouse.
And what exactly is wrong with an "ad hominem" argument? Dodgy Agent, 16-5-2014

It's Computer Futures. They only deal in high-margin contracts. £11 per hour (probably PAYE) isn't bad pay for a box swapper.

Let's say you can work 40 hours a week, 50 weeks a year. 11*50*40 = £22k pro rata. Not bad for helpdesk work surely?

Erm, 2 weeks off a year? That means 0 days holiday once you factor in public holidays. No benefits, no sick pay etc....

I assume you were taking the piss?
And the lord said unto John; "come forth and receive eternal life." But John came fifth and won a toaster.

22k permy is on the low side for support work, why would a contractor do it for the same money with all the costs and risks?
Science isn't about why, it's about why not. You ask: why is so much of our science dangerous? I say: why not marry safe science if you love it so much. In fact, why not invent a special safety door that won't hit you in the butt on the way out, because you are fired. - Cave Johnson

He wouldn't. Not even a Cowboy would do it for that. They're looking for an Indian.

Did I miss something? Has the cost of living suddenly dropped by 80%?

Good opportunity for someone straight out of college / Uni drop-out? 22k is good.
