Perm jobs on contract job search

Does anybody know what this means on a CUK job search?

This vacancy appears to be permanent. However, the board has indicated contractors will also be considered for this role.
I mean, I can read English; but I would like to know how the board has indicated this, and whether it is true.

But does it matter? If they quote a salary of 35k, then even if they are prepared to consider contractors seriously, what sort of rate might they have in mind?

Have wondered what on earth that has meant myself. My default reaction has always been they are just fishing and moved on to the next vacancy.

The way these "might consider a contractor" companies normally work it out would be:

£35000 (salary) divided by 235 (working days minus holidays) = £148 day rate or £20/hour.

      Nice.
