          Apparently it means;

          We've spent the last few years so hugely over bureacrifiying our project methodology it's now a complete shamples and nobody understands the process anymore. So we've now added a new folder for each stage to the project repositories for approvals cos no-one could find anything. Also, please name them so we don't have to look at the docs but can tick our boxes based on their title. Thanks.

            Is that similar to the "PMO MUST Authorise ALL Changes (and by the way could you set up our Tea Boy/Girl up with the Authority to do it and an automated script so that they don't need to actually log on cos they are far to busy" Methodology?
