Intra Company Transfer (ICT) abuse: information and complaining

I'm fed up with this kind of thing:

Applications welcome from candidates who require a work visa
    Project Manager
    Job Purpose
To develop, manage and support the implementation of a range of projects using PRINCE 2 methodology to achieve required quality outcomes/outputs in time and within budget.
    Experience/person specification
    - Degree level qualification or equivalent experience in relevant area
    - Prince 2 Practitioner Level
    - Credible experience in a Management role in a relevant field to the Programme and Project area

Rate £114 - £150 daily (depending upon experience)
    Recruiter Aptus Personnel Ltd
    Contact Madge Smith
    Telephone 0161 969 3584
If you are also fed up of seeing advertised roles paying silly low rates that you just know are paying lip service to the rules regarding overseas workers, you can report them.

The PCG set up this: the ICT Abuse web site.

What follows is heavily edited for the CUK audience - follow the link above for more detailed info, especially on daily rates.

    The (current) process for complaining:

If you see a job for:
    • any project manager role at under £156 / day
    • any developer role at under £104 / day
    • any support role at under £104 / day
take a screenshot and send the evidence as a screenshot (do not send links as they expire) to [email protected] with “ICTABUSE” in the subject line. Shortcut.

I did. I was very patient and used the link in my posting above to do so. It worked!

750 pw approx 40K pa that is the going rate for a PM that is qualified but not too experienced (the role does not ask for x years experience).

This role may not be for you but many new entrants into IT with little or no experience would jump at a chance like this.

Surely its the following statement in the advertisement that doesn't help:

Applications welcome from candidates who require a work visa
Brexit is having a wee in the middle of the room at a house party because nobody is talking to you, and then complaining about the smell.

I saw that, still not a bad rate for a newby PM though. Weather they get a look in is a different matter. If johnny foreigner gets the role, you could not argue that they are not getting the going rate IMO.

Umm..wasn't there a court rules a while back about resticting job advertisments? I think it was on the lines that you could not exclude someone merely because they required a work permit?

              I might be wrong though.

Your point would be valid were it not for shoddy arithmetic.

                1. the lower end of the quoted range is £114/day, or £570/week, not £750.

                2. £750 per week contract rate is not the equivalent of a £40k salary. Not no way never nothin' like it. At best, if you stay in work all the time, you should calculate 52 weeks - 2 weeks public holidays - 5 weeks time off (OK you might not take it, but equally a permie might get paid in lieu of it, which would be a fair comparison) = 45 weeks' billing = max £33750. Co income, not salary. Take it all as salary and it's £29920 gross salary, after Employer's NICs.

That's a like-for-like comparison, if you stay in work 100%, and don't care about sick leave, m/paternity leave, training, pension,....

                3. The lower end would come out to £22739. MacDonalds graduate trainee pays £24000.

As far as I'm aware there is no "going rate" for a job in IT. If a client feels that he is in much needing of cheapness then it's his lookout. At the end of the day, if you put up barriers a lot of companies are global and will just move the work to India anyway. UK government issues visas because they reckon that it's a good deal as a "much cheapness" isn't entitled to benefits when it all goes tulip as it has now. Working for a cheapskate client won't do wonders for your CVs in any case.

However you cut it, its still not a bad package for a newbe PM in an industry that are traditionally low payers and have had a definite policy of employing staff from overseas for decades.

Cant see there is much to shout about here, there are plenty of other situations that are (eg BT employing so many TecMaridna ICT's while making 30,000 staff redundant at the same time) that seem to go unnoticed but do far more damage to UK contracting and employment alike.
