Seeing the following Jobserve ad, I thought perhaps the rate was a typo for £400 per day:

but no, the agent assured me it really is £10 per hour! It's a Government agency, looking for a recent IT graduate willing to start at that rate (in Central London). I wonder if their planet has two moons.

I don't see the problem - if they find someone for £10 ph then that is the rate set by the market. If you charge £50 ph for php development, which is a pretty noddy development environment anyway, then you vastly overestimate your worth according to the market.

Spose you're right, but all the same it seems a bit of a liberty (and the agent did mention they were having trouble filling the vacancy).

Nahh doubt is mistake, and not even that rare. To many like this is reason i got out of php dev and back to the old MS desktop world
