Presumably because it could hardly be described as "General issues affecting and of interest to contractors.", which is what the General board is meant to be for.
That said, the same is true of any number of threads, including this one, "My Lunch", "Ska news", "Squirrels" etc. that remain in the General board and aren't moved.Comment
