It doesn't appear to actually contravene any Google adsense policy. I have sent a report to consumer direct, but have no real faith they will act. Oh well, I've tried.

Look on the bright side though - If the site owners are based in China, as those details indicate, and they do turn out to be scammers, then they'll be shot and the bill for the bullets sent to their relatives.
