Can anyone recommend a decent agency for Public Sector Project Management positions?
It doesn't work like that in IT.
Whereas in some sectors there are a handful of agencies, there are HUNDREDS of active recruitment agencies in IT. Very few specialise; all will place someone in any role if they can.
Instead we tend to use the web-based job sites to apply for gigs. By searching on them for gigs that would suit you, you will keep seeing the same names coming up time and time again. Go to the web sites of those agencies and register your CV with them. In this way, you might get called when a suitable role comes up, before they advertise it online.
Do not believe any IT recruitment agent who says you should stick to one or two and culture a relationship with them. They are merely conning you into giving them market intelligence and preventing you going elsewhere. When you come off the 'phone from them, they will forget you ever existed and ring the next poor sucker.
As for "a decent agency", sorry, I've only been contracting for 15 years so I am too new to have come across such a beast.

I would echo those remarks about not having loyalty to any particular agency. I've been in situations a couple of times when I've had decent-sounding agents assure me that I am on the final shortlist of candidates for a role. (Some of them are masters at sounding like they are really trying to help you personally)
And then, because I have multiple phone numbers for various reasons, they call me on a different number later thinking I am someone different and pitch that same role at me again.
