If you ate in, then yes.

If not, then probably - depends if it's a luxury food or not.

Stick to buying from Coffee and Cream - there is no chance of any of their offerings being classed as a luxury.

If it's classed as hot food, then VATable.

Is it classed as a biscuit or a cake?

Not quite, hot food from a supermarket has not VAT, hot food from from a takeaway does have vat. The power of money over government.

Oh C'mon. He is in Birmingham - where is he going to find luxury food there. Well, not what is classed as luxury food in the UK. He is Russian after all and beetroot is a bit posh for them.
How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.

Beetroot is a luxury in the UK - very hard to find (in large raw quantities)...

But remarkably easy to grow in large quantities. That and spuds can be done with very little effort.
