    Here is the problem

    Devise a system for democratic government

    1 no parties
    2 no politicians
    3 no expenses
    4 no elections
    5 no political lobbying
    6 everyone gets an equal vote
    7 the beaurocracy/civil service does not have a new direction every 5 years
    8 everyone gets a chance to propose law
    9 everyone gets a chance to vote on new law

                  Therein lies the rub.

                  I'd be in favour of a representative democracy where the representatives were mandated to take a poll of their constituents. If not enough constituents voted, he could vote how he liked.

                  Edit: Every representative gets one bill a year. They are prioritised by other members as the parliament sits.
