Born of Hope. LOTR Prequel - 25k well spent??

I always thought 'The Hobbit' which is in production was the LOTR prequel? Is this in-between the two then?

This is a 'in living memory' prequel - as it has the same characters as LOTR proper. The Hobbit was a bit before that if I am not mistaken.
