    The FX markets are open as were most of the worlds stock exchanges except UK, US, and a few others.

    EUR has been stable to weak around 1.2300 and GBP has been a tad stronger.
    How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.
