    Managing upwards?

Why is everyone in the NHS more interested in managing upwards? Is this true of all public sector?

I understand that smart employees do this to a degree but shouldn't it be in moderation and balanced with the focus of managing downwards? Why does all this tulip exist?

    Views of the panel...?!

Clearly that talk is truly above my pay scale.
