    So having tortured them to get them to talk, they are now paying them to keep quiet. It remains to be seen what works best, the carrot or the stick.

                    I read somewhere that the compensation Quango has a published list of disbursments.

                    £2,350 for being waterboarded
                    £3,000 for having electrodes attached to the gonads
