    The real question here is this: since photoes refer to the same period which was already investigated, then were people responsible for abuse on THESE photoes ALSO prosecuted, or they have managed to escape hand of law so far, if so, then why? Surely those previously accused and convicted in the matter would have cooperated with the investigation if they were given enough incentive?

            Plea bargain was applied as a matter of law by the US law enforcement in a bid to crack down on mafia top people - it was judged to be of decent compromise to let some pawn walk free if evidence that is achieved will allow to jail top figures in mafia. This is reasonable practice because otherwise pawns would just prefer to go to jail where they will get support for their silence.

            The difference with Stasi is that they were forcing people to confess in crimes they did not commit - they did not need any plea bargain process as torture will make people to falsely self-incriminate themselves.

              Do you think that's a better system then, the Stasi one I mean, i.e. by torturing people, rather than plea bargaining, did they manage to not only get the small guys to confess to crimes they hadn't committed but also catch some of the big guys who also hadn't committed anything?...

                Stasi system does not provide an incentive to law enforcement to actually catch guilty people - they can take anybody and make them confess.
